Latvia

Estonian-style deferred taxation with Baltic banking and EU access.

Latvia silhouette
Overview

Latvia adopted the Estonian model in 2018: corporate profits are untaxed until distributed, at which point 20% applies on a 0.8 gross-up basis. For groups that reinvest, that turns the corporate entity into a compounding vehicle inside the European Union.

Latvia's banking sector was restructured after the 2018 ABLV failure and is now materially cleaner and materially stricter. Non-resident business is served selectively and with genuine documentation, which has improved the jurisdiction's reputation considerably.

Typical use-cases

Where Latvia fits

  • EU holding companies
  • Trading operations
  • Reinvestment vehicles
Banking

Banking landscape

Swedbank, SEB and Citadele dominate corporate banking. Post-reform, non-resident shell business is largely refused; companies with Latvian operations, staff or clients onboard normally. EU payment institutions cover cross-border-only structures.

Tax

Tax & reporting

0% corporate income tax on retained profits. Distributions are taxed at 20% on a gross-up basis (20/80), giving an effective 25% of the net distribution. No withholding tax on dividends to most jurisdictions. Holding-regime relief exempts most capital gains on share disposals held over 36 months.

Substance

Substance & register visibility

Company data, including shareholders and beneficial owners, is publicly available through the Latvian Enterprise Register — one of the most open registers in Europe. Management and control determine tax residency, and the tax authority is active in challenging companies managed from abroad.

Decision

When to pick this jurisdiction

Pick Latvia for an EU trading or holding company that reinvests profits, especially where Baltic or CIS-adjacent trade routes matter and public ownership disclosure is acceptable.

The director's view

Written up as a comparative shortlist.

Every Latvia recommendation is delivered as a comparative memorandum — substance defensibility, banking access, treaty coverage, register visibility, cost to maintain and reputational risk — so the client can see the trade-offs before committing.

Frequently asked

Questions we hear on every Latvia intake.

How does Latvia differ from Estonia?
Both defer tax until distribution. Latvia's effective distribution rate is slightly higher; Estonia has better digital administration and e-Residency. Latvia has stronger physical banking for real operations.
Is Latvian banking safe after the ABLV collapse?
Yes. The sector was restructured under ECB and MONEYVAL supervision and non-resident shell business was largely eliminated, which is why standards are now high.
Are Latvian company owners public?
Yes. Shareholders, directors and beneficial owners are publicly searchable on the Enterprise Register.
